The PR card proves status, it does not create it
Your permanent resident status comes from IRCC's decision, not from the piece of plastic in your wallet. The PR card confirms that status, notably to carriers when you return from abroad. An expired card therefore does not make your status disappear: you remain a permanent resident until that status is officially lost or taken away.
What the citizenship application really requires
To file a grant application, what matters is meeting the substance of the conditions, not showing a valid card. Here are the points that count:
- Being a permanent resident at the time you apply, with a status that is neither lost nor revoked.
- Not being under a removal order or a review of your reasons for detention.
- Meeting physical presence, tax obligations and the other eligibility conditions.

Should you still keep a valid card?
Renewing your card is often wise anyway, even though it is not required for citizenship. A valid card lets you travel and return to Canada without trouble while your application is processed, which takes about 12 months.
